In the beginning of Chapter 9, Boxer is working harder than ever, though one hoof is wounded and hurts a lot. Clover and Benjamin are the only animals that Boxer wants to spend his evenings with, but though they dare him every evening to work less hard, Boxer goes on with working because he wants to build the windmill before he retires.
This winter is very hard and nearly every day, the food rations, except the rations of the dogs and the pigs, have to be reduced because of lack of food. Every day, Squealer delivers a speech and every day, he convinces the animals again that there is no inequality in the food rations. No, he even convinces them that live is getting better every day and they are working less and eating more. All the animals believe in Squealers lies, because not a single animal is still able to remind live before the rebellion.
