The Basques
The Basques are a ethnic minority of about 2.5 million people in East-France and West-Spain. Although only around 25% of the population speaks Basque, the language (Euskara) is the core point of Basques' identity. It is the only language in West-Europe which has no Indo-European origin. The Basque people has also an own blood group which proves them as the oldest people in Europe.
Basques live in seven regions - four in Spain (Álava, Guipúzcoa, Vizcaya and South-Navarra) and three in France (Labourd, Soule and North-Navarra). The part of the Basque Country within the Spanish State is divided into two autonomous communities: the Basque Autonomous Community and Navarre. This communities have the highest level of self-government in the State of Spain:
The Basque language is official together with Spanish. Education, culture, industry, health services, police, agriculture, fishing, and so on are ruled locally and even the taxes are collected and administered
